January 1981, concerning the images of the swearing in of Ronald Reagan as President of the USA, a voiceover introduces us to a parallel story of the historical account of this period, to show us that we do not know the whole truth behind the facts.
It begins with the story of the socio-political and economic events that led up to the rise of Ronald Reagan and the successive drafting of the liberal and capitalist model in North American society, a mirror of what would become of the global landscape in the following decades. The accepted turn of events are interrupted by an account that was never told: On the 22nd of August, 1984 an article was published in the Washington Post, claiming that there was a conspiracy against the NGOs carried out by the CIA and the Regan administration. According to a journalist (a certain Jefferson, who vanished) after a report sent by the CIA to the administration, warned of the unrest that would be caused by serious cuts. President Reagan, worried about this, would have given the order to prepare a contingency plan to contain and extinguish social discontent. In response to this order, the CIA had proposed to diffuse the social unrest through the means of existing NGOs: it was to infiltrate them using agents to manage their performance and neutralise their leadership.
